Job Description

IMPORTANT NOTIFICATION TO CANDIDATES 1. For Recruiting Year 2024-25, the recruitment of Agniveers will be carried out in two phases:- (a) Phase I - Online Computer Based Written Examination (Online CEE) (b) Phase II - Recruitment Rally. 2. Procedure for Online Registration (a) All candidates to log in to joinindianarmy.nic.in, check their eligibility status and create their profile. (b) Online Registration (submission of application) will commence from 13 February 2024 to 22 March 2024. (c) Examination Fee. Examination fee of Rs 250/- per applicant is to be paid by the candidate for the online examination. The candidate on successfully filling the application will be directed to SBI portal through a link on the website. At the SBI portal make payment of Rs 250/- plus Bank charges as applicable. The payment can be made through any of these payment options available:- (i) Payment Gateway Facility through Maestro, Master Card, VISA, Rupay Cards both Credit & Debit of all major banks. (ii) Internet banking of SBI and other banks. (iii) UPI (Bhim) (d) Duplicate/Incomplete/Erroneously filled application will be rejected. (e) Candidates are required to have an active email & mobile number which will be used for further communication. (f) Candidates should apply only once in response to this notification. (g) Candidates must indicate five choices of the exam centre. All Possible effort would be taken to allot exam centre based on first three choices. (h) Request for change of exam centre or date of selection test will not be entertained. (j) Candidates not reporting for the test on due date & time will not be accommodated on other dates. (k) Candidate should enter AADHAR number in online application. (l) For online registration & online application, assistance will also be provided to candidates at Army Recruiting Office Almora on working days from 1000 Hours to 1400 hours. 3. Online CEE. (a) Category wise link has been provided on JIA website to enable candidates to practice online CEE as per their category. All candidates are advised to carry out practice at least once before appearing for actual CEE. (b) Animated videos “How to Register” and “How to Appear for online CEE” are available on www.joinindianarmy.nic.in 4. Candidates are advised to upload only recent photographs on JIA website. In case of uploaded photographs not matching with face, candidate will not be allowed to appear in the online CEE. 5. Candidates to report at the examination Centre with colour print out of admit card. Candidates shall be debarred from appearing in online test in case anomalies/irregularities / incorrect information are observed during initial verification at the examination venue or at any subsequent stage of selection process. 6. The candidates should carry his AADHAR Card (as displayed on the Admit Card) as proof of identity whenever they report for the Selection Test (Phase-I & II) and Medical Test. 7. ELIGIBILITY CRITERIA 1. The selection of candidates will be carried out for following categories as per qualitative requirement:- S. No Category Education Age (a) Agniveer (General Duty) Class 10th /Matric pass with 45% marks in aggregate and 33% in each subject. For boards following grading system, min of ‘D’ grade (33% - 40%) in individual subjects or grades with 33% in indl subjects and overall aggregate of ‘C2’ grade or equivalent corresponding to 45% in aggregate. Note: Candidates with valid Light Motor Vehicle (LMV) Driving License will be given preference for Driver requirements. 17½- 21 Yrs (b) Agniveer (Technical) 10+2/Intermediate Exam Pass in Science with Physics, Chemistry, Maths and English with min 50% marks in aggregate and 40% in each subject. OR 10+2 /Intermediate exam pass in Science with Physics, Chemistry, Maths & English from any recognized State Edn Bd or Central Edn Bd to incl NIOS and ITI course of min one yr in required field with NSQF level 4 or above. (iv) Only one ward (daughter/son) of Service/Ex-Servicemen/War Widow/ Widow of Exservicemen can avail bonus marks in written examination. (v) Original Certificates to be carried by all above categories at rally site. (vi) Sports Certificates are valid for two years from the first day of CEE. (vii) In case a candidate is found to have made fake claims at any stage or furnished fake certificate to unfairly secure Bonus Marks, his candidature is liable to be cancelled at any stage of recruitment. 6 TERMS AND CONDITIONS 7. AGNIVEER will be enrolled in the Indian Army under Indian army Act 1950 for a period of four years. AGNIVEER would form a distinct rank in the Indian army, different from any other existing ranks. Indian army is not obliged to retain AGNIVEER beyond the engagement period of four years. 8. On completion of four years of service, based on organization’s requirements and policies promulgated by the Indian army, AGNIVEER will be offered an opportunity to apply for permanent enrolment in the Indian Army. These applications will be considered in a centralized manner based on objective criteria including performances during their four year engagement period and upto 25% of each specific batch of AGNIVEER will be enrolled in regular cadre of Indian Army. AGNIVEER will not have any right to be selected for further enrolment into the Indian Army. Selection of the AGNIVEER for further enrolment, if any, shall be at the discretion of the Indian Army. 9. Employability. AGNIVEER enrolled under this entry are liable to be assigned any duty in organizational interest, at the discretion of the Indian army. 10. Training. On being enrolled, AGNIVEER will be imparted military training based on Indian Army requirement. 11. Leave. Grant of leave will be subject to exigencies of Indian Army. The following leave may be applicable for Agniveer during their engagement period :- (a) Annual Leave : 30 days per year (b) Sick Leave : Based on medical advice. 12. Medical and CSD Facilities. For the duration of their engagement period in Indian Army, AGNIVEER will be entitled for medical facility at Service Hospitals as well as CSD provisions. 13. Pay, Allowances and Allied Benefits. AGNIVEER enrolled under this scheme will be paid an AGNIVEER package with a fixed yearly increment. In addition, Risk and Hardship allowances (as applicable in Indian Army), Dress and Travel allowances will be paid. 14. Terminal Benefits – Seva Nidhi Package. Insurance, Death and Disability Compensation. AGNIVEER will be provided noncontributory life insurance cover of Rs 48 lakhs for the duration of their engagement period as AGNIVEER in the Indian Army. AGNIVEER will not be governed by provisions contained in the Pension Regulations/Rules for Indian Army. 16. Agniveer Skill Certificate. At the end of engagement period, a detailed Skill-Set certificate will be provided to the AGNIVEER highlighting the skills and level of competency acquired by the personnel during their engagement period. 17. Personnel enrolled under this Scheme will not be eligible for Ex-Servicemen Status. 18. Only unmarried candidates will be eligible for enrolment as Agniveers and they must undertake not to marry during the defined engagement period of four years. Agniveers who marry during the said period would be released from service. Further, only unmarried Agniveers will be eligible for re-enrolment in regular cadre as Sepoy/equivalent on selection as currently in vogue. SEQUENCE OF RECRUITMENT 19. Recruitment Process. Recruitment process will be conducted in two phases. Phase I will be Online Common Entrance Exam at Computer Based Test Centres spread pan India and Phase 2 will be Recruitment Rally by AROs at Rally Venue. PHASE - I 20. Online CEE . (a) Candidates can download Admit Card after clicking the link on Join Indian Army website. Candidate has to put his user name (which is the Roll Number of candidate) and Password as received by SMS/Email. (b) Candidates should download their Admit Card & carry a colour printout at the exam centre. All instructions given on Admit Card must be read by the candidates carefully and they should adhere to the instructions. (c) Entry gates at exam center will be opened one and a half hour prior to scheduled time of exams and will close. 30 mins prior to time of exam. No candidate will be allowed to enter once the entrance gate is closed. (d) No electronic gadgets are permitted at the examination centres. Candidates will undergo following activities at the exam centre:- (i) Frisking at Entry Gate. (ii) Checking of Admit Card & Aadhar Card at the checking point (iii) Auto allotment of Exam Hall. (iv) Attendance at Exam Hall gate. (v) Capture of Biometric (Photo & thumb impression) inside the exam hall. (vi) Login ID to allotted computer terminal. (vii) Appear for test as per procedure. 8 (viii) Exit Biometric before existing the Examination Hall. (e) Online test will be objective Multiple Choice Question (MCQ). As per category of application the candidates would be required to answer 50 questions in one hr or 100 questions in two hrs. (f) Marking pattern for online test:- (i) Full mks for every correct answer (ii) Nil mks for unattempted question (iii) 25% mks shall be deducted for every attempted wrong answer (-ve mks) (iv) All questions, if attempted, will be considered for evaluation, even if marked for review. (g) Typing Test for Agniveer Office Asst/SKT. Typing test for candidates appearing for Agniveer Office Asst/SKT will be carried out during the online CEE wherein 30 words per min (wpm) in English during the test is desirable. Only those candidates who qualify the typing test will be eligible for call up for phase-II of recruitment process. (h) Marks scored by the candidates in Online CEE will be Normalised to take into account variation in difficulty levels of the question paper across different sessions. 21. Additional information for candidates till Phase I of the selection process:- (a) Candidates must indicate five choices of the exam centre. All Possible effort would be taken to allot exam centre based on first three choices. (b) Request for change of exam centre or date of selection test will not be entertained. (c) Candidates not reporting for the test on due date & time will not be accommodated on other dates. (d) In case any candidate is found using unfair means, the candidate will not be allowed to complete the exam and the candidature of the candidate will be cancelled. PHASE – II 22. Proportionate to the vacancies available candidates would be shortlisted by applying a cut off in written exam result. The Roll No of the candidates who are in merit will be published on Join Indian Army website. These candidates will receive a second admit card for balance of recruitment process as per Rally Schedule of AROs. The admit card for Phase II of recruitment process can also be downloaded online under candidate’s login (profile) on Join Indian Army web portal https://joinindidanarmy.nic.in. Shortlisted candidates have to report on the stipulated date and time for phase II at the designated Recruitment Rally venue with following document /certificate in original alongwith two attested photocopies with them:- (a) Admit Card Printed on Laser Printer on good quality paper (Do not shrink the size). (b) Photograph. Twenty (20) copies of unattested Passport size colour photographs developed on good quality photographic paper in white background not more than three months old Computerised/photocopied/shopped photographs will NOT be accepted. Photographs must be with proper hair cut and clean shave (except Sikh Candidates). (c) Education Certificates. (i) Education Certificate with marks sheet of all educational qualifications achieved by candidate i.e Matric/Intermediate etc from recognized School/ College / Board/University. 9 (ii) Provisional/online education certificate should be certified in ink signed by the head of the educational institution of concerned Board/University. (iii) Candidates with matric certificate from Open School should bring School Leaving Certificate countersigned by BEO/DEO. (iv) List of Education Board recognized by State Governments / UT administrations is attach as Appendix ‘A’ will only be accepted. (d) For 8th Class Pass Candidates. 8th class pass mark sheet and transfer certificate issued by school (both certificate) should be countersigned by District Inspector of School/ District Education Officer. (e) Domicile Certificate. Domicile Certificate with photograph issued by Tehsildar/ District Magistrate. (f) Caste Certificate. Caste Certificate affixed with photograph of the candidate issued by the Tehsildar/District Magistrate. (g) Religion Certificate. Religion Certificate to be issued by the Tehsildar/ SDM (if religion as “SIKH/ HINDU/ MUSLIM/ CHRISTIAN” is not mentioned in caste certificate). (h) School Character Certificate. School Character Certificate issued by the School/College Principal/Headmaster where the candidates last studied. (j) Character Certificate. Character Certificate with photograph issued by Village Sarpanch/Municipal Corporation within last six months from the date of despatch. (k) Unmarried Certificate. Unmarried Certificate for all candidates with photograph issued by Village Sarpanch/Municipal Corporation within last six months. (l) Relationship Certificate. SOS/SOEX/SOW/SOWW Candidates are required to produce the following documents :- (i) Relationship certificate issued from respective Record Office only duly signed by Record Officer with Personal Number, Rank, Name and particular of the Record Officer issuing the Relationship Certificate with office seal/stamp is endorsed. Relationship certificate should bear water marks of the concern Records. (ii) A declaration to the effect as mentioned in Affidavit on Ten Rupees Non-Judicial Stamp paper prepared by the ESM duly signed by 1st Class/Executive/Judicial Magistrate is required to be submitted by the candidate at rally site. Format of affidavit is attached as per Appendix ‘B’. (iii) Original Discharge Book of Ex-Servicemen also to be produced. Name and date of birth of the candidate must have been recorded in it. (m) NCC Certificate. NCC A/B/C Certificate and Republic Day Parade certificate should have photograph of the candidate duly attested by issuing authority. NCC A/B/C pass certificates in original will only be accepted. No bonus marks in the final merit to be allotted unless the certificate (Relationship/Sports/NCC) have been verified. An undertaking to the effect will be obtained from the candidate. 10 (n) Sports Certificate. (i) Relaxation in physical standards is applicable to outstanding sportsmen as mentioned at Para 4 (a). (ii) List of Sports. List of Sports for enrolment is attached as Appendix ‘C’. (o) Affidavit. Duly signed by candidate on Rs 10/- Non-Judicial Stamp Paper as perspecimen duly attested by notary will be submitted by candidate at the Rally Site without fail. Format of affidavit attached as per Appendix ‘D’. Submission of Affidavit is Mandatory to gain entry into the Rally. Candidates WILL NOT BE PERMITTED to enter the rally without affidavit. (p) Certificate of Bonus Marks. All original certificates / photocopies duly attested pertaining to Bonus marks will be accepted only during the Rally. No certificates to include NCC Certificates, Sports Certificate, Relationship Certificate or any other certificates to claim Bonus Marks / Relaxation would be accepted after termination of the Rally. (q) PAN Card & AADHAR Card. PAN Card & Aadhar Card are mandatory documents for final enrolment for purpose of Pay & allowances and other social benefits scheme. (r) Police Character Certificate. (s) Sarpanch/Nagar Sewak (Residence Proof). (t) Tattoo. (i) Candidates belonging to tribal communities/from tribal areas, are permitted to have permanent body tattoos on any part of the body, as per existing customs and traditions of the said tribe to which a candidate belongs. Such candidates will only be permitted on producing the following two certificates: - (aa) Self certification certificate to be signed by the candidates is attached as Appx ‘E-I’. (ab) Certificate of belonging to a tribal community and permissibility of permanent Body Tattoo(s) to be signed by DC/DM or SDM of the District/Tehsil where the tribe of the candidates is presently settled is attached as Appx ‘E-II’ (Name and designation of the concerned official must be clearly mentioned). (ii) Permanent body tattoos of religious sentiment are only permitted on inner face of forearms i.e from inside of elbow to the wrist and on the reverse side of palm/back (dorsal) side of hand. Permanent body tattoos on any other part of the body are not acceptable and candidates will be barred from further selection. 11 Recruitment Rally 23. (b) Physical Measurement Test (At Rally Site). Physical measurement will be carried out as per the laid down Physical standards. (c) Adaptability Test. All candidates who qualifies the Physical Fitness Test (PFT) & Physical Measurement Test (PMT) will have to undertake Adaptability Test as per policy in vogue. Adaptability Test is for selection of candidates who can adapt to the environment of the Indian Army and are able to adapt to the challenges of military life. Those candidates who will qualify the Adaptability Test will be eligible for medical & further recruitment process. Those candidate who do not qualify the Adaptability Test will not be allowed for further participation in recruitment process. Candidates will be allowed to carry their Smart Phones for the duration of Adaptability Test. (d) Medical Examination. (i) Medical examination of candidates who qualify in Physical Fitness Test, Physical Measurement Test and Adaptability Test will be conducted by Army Medical Team at the Rally site as per Army Medical standards and policy in vogue on the subject issue. (ii) Unfit candidates will be referred to MH for specialist review. Candidates to report to designated Military Hospital within 5 days from referral and review medical exam to be completed by Military Hospital within 07 days as per policy. (iii) The recruitment medical officer and the specialist doctors of Armed Forces are the final authorities on declaring a candidate fit or unfit during initial med examination, review medical examination and med examination prior to enrolment. The candidates shall be governed by Army standards which may be at variance from civil standards. There is no provision for representation or appeal or re-review after the review medical examination. (iv) Passing in the medical examination is not a guarantee for employment in Indian Army. Note : Candidates discharged from the Indian Armed Forces for any reason are not eligible to appear in the selection test. 12 24. Special Instructions (a) Any candidate who has not received admit card for Phase-II, can approach minimum 07 days prior to the recruitment rally, to Army Recruiting Office, Almora for further clarification. (b) 01 October 2024 will be taken as effective date of determining age eligibility for candidate. Candidates to produce birth certificate/10th class marksheet at the time of preliminary document check. (c) Candidates are required to report at the Rally Site by 0100 hours on their respective scheduled dates. Candidates reporting after 0600 hours without appropriate justification will not be permitted to participate in the Rally. Candidate should be clean shaven (Except Sikh Candidate). (d) Personnel e-mail ID and Mobile Number is MUST. All important messages will be sent to this e-mail ID/Mobile Number like shortlisted/call letter/joining instruction/result etc. Sharing of e-mail ID and Mobile Number is not permitted. Remember the User Name and Password for future use. (ARO will not be responsible for not getting required information if e-mail/ Mobile Number of candidates given is wrong/ changed). (e) Candidate must carry their AADHAR Card as proof of identity which could be authenticated biometrically at the Rally Site. Candidates to ensure AADHAR details are matching with the details mentioned in the documents and the Online Application. (f) Candidate’s Name, Father’s Name, Mother’s Name and DOB must be entered exactly as per Matriculation/10th Class Board Certificate. (g) Candidate must enter contact details and permanent home address exactly as per Domicile/Nativity/Permanent Residential Certificate issued by Sub Divisional Magistrate/ District Magistrate. (h) Those not in possession of required documents will not be permitted to participate in the Rally. (j) Touts. In the past, a number of candidates have been found victims of touts, fake documents/impersonation and in the bargain have lost their candidature. Modus operandi/ means used by the touts are as under: - (i) Issue of fake PFT Slips/impersonation during various stages of rally. Conduct fake recruitment rallies. (ii) Snatching/taking away original certificates from candidates who have been declared fit at initial stage and thereafter harassing them. (iii) Taking away “ADMIT CARD” from the candidates under plea that they will follow up their results. (iv) Giving candidates false assurance of RECRUITMENT as they claim to have links at appropriate level, thereby winning confidence of candidates. (v) Once a candidate gets through on his own efforts, touts demand money in return of the original certificates. (k) A Grievance Cell will be established at the Ral
